The E-Arrival Card, also known as the Electronic Arrival Card for Brunei or simply "e-pass" is the electronic version of the paper card that visitors to Brunei were previously required to fill out upon arrival at any immigration checkpoint including the Brunei International Airport. On February 9, 2023 , the Brunei government implemented a new requirement for all visitors to submit their arrival information to immigration electronically before their departure to the sultanate of Brunei Darussalam. This system is also in place in Malaysia and Cambodia as of January 2024, and Singapore utilizes a similar system.

What is the difference between E-arrival Cards and Visas?

Please be aware that the E-Arrival Card is not a visa and cannot be used as a standalone document for entry into the country.

The E-Arrival Card is an online registration system that international visitors to Brunei must complete before arriving in Brunei, while a Visa is a formal permission granted by the Brunei government to a foreigner allowing them to enter, remain within, or leave Brunei.

Why is an E-Arrival Card required for visiting Brunei?

The E-Arrival Card is a requirement for visiting Brunei as part of the immigration department's efforts to streamline the entry process and keep up with technological advances. This electronic system is faster, more secure, and more environmentally friendly than the old paper card system that was replaced in February 2023. Obtaining an E-Arrival Card for visiting Brunei is a simple, free and straightforward process that should only take approximately 20 minutes. By having all the required information ready, creating a free user account, logging in to the application portal, and submitting a new application , you will receive a receipt with a reference number.

This unique reference number is equal to QR codes which is linked to your arrival card application should be presented to the immigration officer upon arrival in Brunei, either on your phone or printed on high-quality paper to ensure it can be easily processed by the immigration officer.

For a smoother experience, it is recommended to complete the online form on a desktop or laptop computer with a stable internet connection, as opposed to a mobile device that may experience connectivity issues or battery depletion.

Essential Information for a Successful E-Arrival Card Application

In order to apply for the E-Arrival Card for Brunei, you will be required to fill out the application form with your personal information in the designated sections:

Obtaining your E-Arrival Card using the Brunei INRS Portal

Now, obtaining a free E-Arrival Card for Brunei is made easy with just a few simple steps. By completing the steps outlined below, travelers can easily obtain an E-Arrival Card for Brunei at no cost.

Please make sure to apply no earlier than 3 days before your planned arrival date, as the arrival date selection may not be available for new applications.

  • Step 1. Visit the official website of Immigration of Brunei known as the Brunei INRS Portal at https://www.imm.gov.bn/
  • Step 2. Click on "Register Now" to create a new user account for your E-Arrival Card application. A verification code will be sent to the email address you entered.
  • Step 3. You will receive the confirmation email “Thanks for registering!” which confirms that your new account was created. Once your account has been successfully created, log in using your username and password.
  • Step 4. Click on the “Travel Cards” icon on the homepage.
  • Step 5: Click on “Create Travel Card” to launch a new application.
  • Step 6. Fill out all required fields accurately, as described above, including your personal information, passport details, and travel itinerary. Take note of the Card Number assigned to your e-pass application.

What Is Brunei EES Pass?

Brunei Royal Customs and Excise Department in its continuous efforts to improve its service delivery has announced the implementation of the Vehicle Exit And Entry System (EES), which is an online service for anyone to drive into and out of Brunei Darussalam.

This system will facilitate and expedite the application and approval process for vehicles exiting or entering the border checkpoints by applying through a website which can be accessed at any time and anywhere. A QR code system has been introduced by the department where the EES Pass will be scanned to cut the waiting time due to manual inputting of data in the system.

Members of the public must utilise the system and obtain their EES Pass before entering/exiting border checkpoints by registering their vehicles electronically prior to the date of entry/departure.

How To Apply For A Brunei EES Pass Online?

Go to Brunei’s EES Website and click on Register Here .

Now, enter your e-mail address and click on CREATE ACCOUNT button.

You are now required to fill in your personal details.

Once you’ve entered your details, check on the I Agree box and click on CREATE ACCOUNT button.

To complete your account’s registration, you will be given a 6-digit OTP code via email. Please enter them in the OTP code in the box and click on CONFIRM .

You should now be automatically logged into your account. Click on New Pass Application .

Now, enter your travel details. Please ensure you choose the border Entry/Exit correctly.

Note: If you want to stay in Brunei, choose Entry and Exit for the route of travel option. If you just want to pass Brunei to access Sabah/Sarawak, choose Transit .

Once you’re done, click on the CREATE PASS button.

Note: FCP stands for Frequent commuter pass. This is recommended for travellers who go in and out of Brunei frequently in a month (Students/Employees working across the border). You can refer to the Brunei FCP infographics here .

If you get such confirmation as the image below, click on OK .

Now, you are required to register your vehicle information. Simply enter your vehicle’s registration number and click on the SEARCH button.

Just follow through and enter your Vehicle’s details.

At the bottom of the page, click on I Agree and followed by the NEXT button.

You will now the screen below. As you already added your details as driver/owner earlier, just ignore this page and scroll to the bottom.

You may get a pop-up saying to check on passenger/driver details, just click on OK .

Now, enter your vehicle’s information as your registration card. (Grant/VOC)

How Can I Edit My EES Application?

If you need to update/edit your application, go to the Brunei EES page and click on Add/Update Driver Application. You can also check your payment status and/or get your QR code at this page.

Covid-19 Vaccination Status

Vaccination status, pre-departure and post-arrival COVID-19 tests as well as quarantine are  not required .

Travel Medical Insurance with Covid-19 Coverage

Travel medical insurance with COVID-19 coverage is  no longer mandatory  for:

  • Short-term visitors (foreign nationals) who enter Brunei Darussalam;
  • Brunei Citizens and Permanent Residents travelling abroad for short-term trip.

E-Health Arrival Declaration Form

Arrival declaration form (ADF) is no longer required . Just register for E-Arrival card.

E-Arrival Card

E-Arrival Card is a portal for electronic registration of foreign nationals arriving or departing to/from Brunei Darussalam to replace the previous form of filling out the registration of arrival or departure to/from Brunei Darussalam using physical paper which is commonly known as Form 19.

All foreign visitors (driver and passenger) arriving or departing to/from Brunei Darussalam by sea, air and land must register for an E-Arrival card. Registration can be done through the Brunei portal and you can read the guide here .

From 12 December 2022 onwards: charge rate per vehicle per one-way trip, according to the following rates:

  • Motorcycle: FREE (Exempted)
  • BND 3.00 for vehicles with a load of no more than 7 people including the driver;
  • BND 6.00 for vehicles with a load of more than 7 up to 25 people including the driver, such as vans or minibuses;
  • BND 10.00 for vehicles with a load of more than 25 people including the driver, such as buses.

The main objective of CaP is to coordinate the imposition of charges which are currently implemented on those who exit and enter Brunei Darussalam by air and sea routes. The charges for Tol Rasau/Sungai Teraban will also be eliminated with the implementation of CaP.

The charge will be applied to every nationality, including Brunei citizens, passing through all land control posts using vehicles. However, it will be waived for pedestrians, bicycles, motorcycles, and vehicles owned by the government of Brunei Darussalam or foreign governments for formal use.

Yes, a QR code is still required to be generated

CaP payment can be made online by using a credit/debit card or bill payment services through online banking immediately after completing a travel application in the EES. Alternatively, payment can also be made over bank counters at BIBD by referring to the bill reference provided.

The ‘Pay Later’ option allows the applicant to proceed with the registration and travelling application in the EES with deferred payment. Before travelling to the land control posts, an applicant with an unpaid EES application is advised to make a CaP payment online in order to get the QR code for scanning purposes at the control post. Applicants who opt for the ‘Pay Later’ will receive the bill reference number and EES reference number via registered email. Payment can be made online by using credit/debit or bill payment services through online banking. Applicants can also make payments over bank counters. For an online mode of payment using a credit/debit card, an applicant to log in at the EES and click the button ‘Get QR’. Enter the bill and EES reference number to proceed with the payment of CaP for the registered travelling application. After successful payment, the QR code will be generated and sent to the applicant’s registered email. For bill payment services via online banking, the applicant to log in to the online banking and select payment to Royal Customs & Excise Department. Enter the bill reference number and the amount of CaP payment. After payment has been made, the applicant logs in at the EES and clicks on the ‘Get QR’ button. Enter the paid bill reference number. For successful payment, the QR code will be generated and sent to the applicant’s email. This same step to get the QR code is also applied for payment over bank counters with the difference between handing out the bill reference number to the bank teller and manual payment at the counter.

Cash payment at the control post is not accepted. If the applicant wishes to make a cash payment, they may do so at the bank counter of BIBD.

Yes, a dedicated kiosk will be provided at each land control post to assist the public with the Exit and Entry System (EES). The public may also visit the Customer Service Counter at the Royal Customs & Excise Department Headquarters during working hours should they need assistance with the Exit and Entry System (EES).

The registration process requires a valid email account to enable users to receive One-Time-Password (OTP). The OTP will be used to activate the Exit and Entry System (EES) account in order to proceed with the travelling application, payment of CaP and get the QR code. It is advised to create an email account if you have no email account yet. For those who are not well-versed in email usage, it is advisable to seek assistance from any family members.

Every passenger including the driver of the vehicle intending to exit/enter Brunei Darussalam will need to be listed in the travelling application. The application can be made by any registered user who must be travelling together, provided that complete details of the person(s) and vehicle are available. The registered user is responsible to make payment on behalf of all the persons listed in the travelling application.

No refund will be given. Applicants must ensure that the total number of travellers is correct and enter the exact amount to be paid as stated in the Travelling Pass Application.

The QR code for VES is no longer applicable for exit from and entry into Brunei Darussalam. It is replaced with the QR code for Exit and Entry System (EES). The public is advised to apply in the Exit and Entry System (EES) in order to get the new QR code.

Yes, the QR Code must be generated prior to exit or entry of Brunei Darussalam. The QR Code can only be used once, depending on the selection of the type of travelling either one way (whether for exit or entry Brunei Darussalam only) or round trip (both exit and entry Brunei Darussalam). For Brunei-registered vehicles, the validity of the QR code will depend on the vehicle license expiry date. For foreign-registered vehicles, the QR code will only be valid for three months from the date of registration of the Travelling Pass or the vehicle license expiry date if the date is less than three months from the registration date of the Travelling Pass.

In the event that there are inaccurate details from the scanned QR code or failure to make CaP payment prior to exit/entry Brunei Darussalam, the person will be requested to do the registration or make payment online before being allowed to proceed with the trip. If the person refuses to cooperate with the instruction to do the registration and payment, the person is guilty of an offence under section 6(3), Exit and Entry Charges Order 2020 and liable on conviction to a fine not exceeding BND1,000, imprisonment for a term of exceeding 3 months or both. Compounding of not exceeding BND500 will be imposed on any offence against this Order as stated under Section 16, Exit and Entry Charges Order 2020. For offences of giving false or misleading information, a person is guilty of an offence under section 13, Exit and Entry Charges Order 2020 and liable on conviction to a fine not exceeding BND8,000, imprisonment for a term not exceeding one year or both. It is also an offence under section 14, Exit and Entry Charges Order 2020 if a person is not giving cooperation with customs officers in the performance and execution of his duty and if found guilty, is liable on conviction to a fine not exceeding BND16,000, imprisonment for a term not exceeding 9 months or both.
