Tourism has massively increased in recent decades. Aviation has opened up travel from domestic to international. Before the COVID-19 pandemic, the number of international visits had more than doubled since 2000.

Tourism can be important for both the travelers and the people in the countries they visit.

For visitors, traveling can increase their understanding of and appreciation for people in other countries and their cultures.

And in many countries, many people rely on tourism for their income. In some, it is one of the largest industries.

But tourism also has externalities: it contributes to global carbon emissions and can encroach on local environments and cultures.

Tourism revenue refers to the money earned by a destination country from travelers who visit it for leisure or business purposes. In this article, we will explore what tourism revenue is, how it’s calculated, and its impact on the economy.

What is Tourism Revenue?

Tourism revenue refers to the financial gain that comes from tourists’ expenses when they travel to a particular destination. These expenses can include everything from accommodation costs and transportation fees to food and beverage expenditures, sightseeing fees, and shopping expenses. Essentially, any expense made by tourists during their stay in a country contributes to its tourism revenue.

How is Tourism Revenue Calculated?

The calculation of tourism revenue can be complex as it involves taking into account various factors such as the number of tourists visiting a country, their length of stay, their expenditure patterns, etc. One way of calculating tourism revenue is by using the Travel and Tourism Competitiveness Index (TTCI) developed by the World Economic Forum. The TTCI measures the competitiveness of countries in terms of attracting tourists based on various factors such as safety and security conditions, natural resources, cultural resources, infrastructure development, etc.

Another way of calculating tourism revenue is through surveys conducted by government agencies or private organizations that collect data on tourist arrivals and their expenditure patterns. The tourism sector provides opportunities for developing countries to create productive and inclusive jobs, grow innovative firms, finance the conservation of natural and cultural assets, and increase economic empowerment, especially for women, who comprise the majority of the tourism sector’s workforce. Before the COVID-19 pandemic, tourism was the world’s largest service sector—providing one in ten jobs worldwide,  almost seven percent of all international trade and  25 percent of the world’s service exports —a critical foreign exchange generator.  In 2019 the sector was valued at more than US$9 trillion and accounted for 10.4 percent of global GDP.

Tourism offers opportunities for economic diversification and market-creation. When effectively managed, its deep local value chains can expand demand for existing and new products and services that directly and positively impact the poor and rural/isolated communities. The sector can also be a force for biodiversity conservation, heritage protection, and climate-friendly livelihoods, making up a key pillar of the blue/green economy. This potential is also associated with social and environmental risks, which need to be managed and mitigated to maximize the sector’s net-positive benefits.

The impact of the COVID-19 pandemic has been devastating for tourism service providers, with a loss of 20 percent of all tourism jobs (62 million), and US$1.3 trillion in export revenue, leading to a reduction of 50 percent of its  contribution to GDP  in 2020 alone. The collapse of demand has severely impacted the livelihoods of tourism-dependent communities, small businesses and women-run enterprises. It has also reduced government tax revenues and constrained the availability of resources for destination management and site conservation.

  • Competitive and Productive Tourism Markets. We work with government and private sector stakeholders to foster competitive tourism markets that create productive jobs, improve visitor expenditure and impact, and are supportive of high-growth, innovative firms. To do so we offer guidance on firm and destination level recovery, policy and regulatory reforms, demand diversification, investment promotion and market access. 
  • Blue, Green and Resilient Tourism Economies. We support economic diversification to sustain natural capital and tourism assets, prepare for external and climate-related shocks, and be sustainably managed through strong policy, coordination, and governance improvements. To do so we offer support to align the tourism enabling and policy environment towards sustainability, while improving tourism destination and site planning, development, and management. We work with governments to enhance the sector’s resilience and to foster the development of innovative sustainable financing instruments.
  • Inclusive Value Chains. We work with client governments and intermediaries to support Small and Medium sized Enterprises (SMEs), and strengthen value chains that provide equitable livelihoods for communities, women, youth, minorities, and local businesses. 

The successful design and implementation of reforms in the tourism space requires the combined effort of diverse line ministries and agencies, and an understanding of the impact of digital technologies in the industry. Accordingly, our teams support cross-cutting issues of tourism governance and coordination, digital innovation and the use and application of data throughout the three focus areas of work.

Examples of our projects:

  • In Indonesia , a US$955m loan is supporting the Government’s Integrated Infrastructure Development for National Tourism Strategic Areas Project. This project is designed to improve the quality of, and access to, tourism-relevant basic infrastructure and services, strengthen local economy linkages to tourism, and attract private investment in selected tourism destinations. In its initial phases, the project has supported detailed market and demand analyses needed to justify significant public investment, mobilized integrated tourism destination masterplans for each new destination and established essential coordination mechanisms at the national level and at all seventeen of the Project’s participating districts and cities.
  • In Madagascar , a series of projects totaling US$450m in lending and IFC Technical Assistance have contributed to the sustainable growth of the tourism sector by enhancing access to enabling infrastructure and services in target regions. Activities under the project focused on providing support to SMEs, capacity building to institutions, and promoting investment and enabling environment reforms. They resulted in the creation of more than 10,000 jobs and the registration of more than 30,000 businesses. As a result of COVID-19, the project provided emergency support both to government institutions (i.e., Ministry of Tourism) and other organizations such as the National Tourism Promotion Board to plan, strategize and implement initiatives to address effects of the pandemic and support the sector’s gradual relaunch, as well as to directly support tourism companies and workers groups most affected by the crisis. 
  • In Sierra Leone , an Economic Diversification Project has a strong focus on sustainable tourism development.  The project is contributing significantly to the COVID-19 recovery, with its focus on the creation of six new tourism destinations, attracting new private investment, and building the capacity of government ministries to successfully manage and market their tourism assets.  This project aims to contribute to the development of more circular economy tourism business models, and support the growth of women- run tourism businesses.  
  • Through the Rebuilding Tourism Competitiveness: Tourism Response, Recovery and Resilience to the COVID-19 Crisis initiative and the Tourism for Development Learning Series , we held webinars, published insights and guidance notes as well as formed new partnerships with Organization of Eastern Caribbean States, United Nations Environment Program, United Nations World Tourism Organization, and World Travel and Tourism Council to exchange knowledge on managing tourism throughout the pandemic, planning for recovery and building back better. The initiative’s key Policy Note has been downloaded more than 20,000 times and has been used to inform recovery initiatives in over 30 countries across 6 regions.
  • The Global Aviation Dashboard  is a platform that visualizes real-time changes in global flight movements, allowing users to generate 2D & 3D visualizations, charts, graphs, and tables; and ranking animations for: flight volume, seat volume, and available seat kilometers.  Data is available for domestic, intra-regional, and inter-regional routes across all regions, countries, airports, and airlines on a daily, weekly, or monthly basis from January 2020 until today. The dashboard has been used to track the status and recovery of global travel and inform policy and operational actions.

Tourism is vital for the success of many economies around the world. There are several benefits of tourism on host destinations.  Tourism boosts the revenue of the economy, creates thousands of jobs, develops the infrastructures of a country, and plants a sense of cultural exchange between foreigners and citizens.

The number of jobs created by tourism in many different areas is significant. These jobs are not only a part of the tourism sector but may also include the agricultural sector, communication sector, health sector, and the educational sector. Many tourists travel to experience the hosting destination’s culture, different traditions, and gastronomy. This is very profitable to local restaurants, shopping centers, and stores. Millions of tourists are coming to Georgia in record numbers for a taste of what the Peach State has to offer.

Georgia Gov. Brian Kemp has announced the state broke tourism records for the second consecutive year.

In 2023, 171 million visitors came to Georgia. That's 5 million more than in 2022.

The increase helped generate nearly $80 billion in total tourism revenue while supporting over 463,000 jobs, officials said.

Kemp calls the milestone a "testament to the unique attractions, natural resources, and cultural institutions that make Georgia such a desirable place to visit."

"Tourism is one of Georgia’s largest economic contributors, supporting jobs and generating tax revenues that benefit local communities from the Blue Ridge Mountains to the Golden Isles," said Georgia Department of Economic Development Commissioner Pat Wilson. "These numbers are the latest confirmation that our partnership approach to economic development across all industries – including tourism – is putting Georgia on travelers’ minds like never before. I’m proud of our tourism industry’s commitment to excellence and innovative strategies that drive economic benefits to every corner of the state."

The state is expecting even more tourists in the upcoming years as it prepares to host eight matches during the 2026 FIFA World Cup .

Henrico reports $1.9 billion in revenue from tourism in 2023

H ENRICO COUNTY, Va. (WRIC) — Visitor spending in Henrico County hit nearly $2 billion in 2023 and officials largely attribute that success to its booming sports tourism industry.

The Henrico Sports and Events Center, which started hosting events last October, is just one of the county’s sites for sports lovers. Henrico is also the home of the Richmond Raceway and the Country Club of Virginia James River Course, where the Dominion Energy Charity Classic is hosted annually.

“Those things rolled in together are just really, really pushing this visitor spending to to new heights,” said Dennis Bickmeier, Executive Director of the Henrico Sports and Entertainment Authority.

About $72.4 million of the $1.9 billion spent by visitors in 2023 were directly thanks to sporting events and the fans they attracted to Henrico.

“They’re coming in, they’re staying in our hotels, eating in our restaurants, using transportation services here throughout the county and certainly visiting our attractions,” Bickmeier said.

With an increase of 9.2% from the year before, Henrico had the fifth-highest revenue from tourism out of all Virginia counties in 2023. Since the Henrico Sports & Events Center has only been hosting events since October, Bickmeier said he can only imagine how much revenue the facility can make from an entire year of events.

“I think one of the things I’m most proud of is just the new building is doing what we thought it was going to do,” Bickmeier said. “I mean, it is a busy facility — 46 weekends in 2024 booked — and so we’re seeing so many out-of-town visitors come and compete here against a lot of our local teams.”

Henrico’s Sports and Entertainment Authority is looking forward to opening up 12 pickleball courts at Pouncey Tract Park, likely within the next month. Bickmeier said it’s all about continuing to build momentum and shining the spotlight on local sports opportunities and growth.

The new tourism minister aims to start collecting the 300-baht tourism tax after it was shelved during the previous administration led by Prime Minister Srettha Thavisin, while pledging to stimulate tourism revenue to reach at least 3 trillion baht this year.

"I believe the collection of the tourism fee benefits the tourism industry since the revenue can be used for the development of infrastructure and attractions, along with ensuring tourist safety," said Tourism Minister Sorawong Thienthong, who took office on Monday.

The tourism fee scheme was approved by the cabinet in 2022, but has not been endorsed via publication in the Royal Gazette since that time.

Foreign arrivals by air must pay 300 baht, while the rate for those arriving by sea and land is 150 baht.

Mr Sorawong said since he still needs more time to study the readiness of the system, the ministry could not decide whether to start collection within the final quarter.

The ministry will look into the details and finalise the collection procedure in a way that does not discourage tourism sentiment.

Mr Sorawong, who is also secretary-general of the Pheu Thai Party, is the third person to have assumed the post of tourism minister within the one-year existence of the Pheu Thai-led administation.

The Ignite Tourism Thailand policy initiated by Mr Srettha should be continued, including aspects such as entertainment complexes, the aviation hub and second-tier cities, he said.

"As the government has pledged to support new man-made attractions and to boost second-tier cities, we will encourage the private sector to invest more by offering incentives, such as tax incentives," said Mr Sorawong.

The ministry would consider tourism stimulus programmes that greatly benefited domestic tourism during the pandemic, such as the We Travel Together co-payment scheme for hotel rooms and air tickets, as this project could directly distribute income to locals.

For the upcoming high season, he estimated that several events such as marathons, Loy Krathong and the New Year countdown would help accelerate revenue to reach 3 trillion baht from both domestic and international markets.

Meanwhile, as the government previously set a long-term target to achieve 3 trillion baht from foreign markets alone within its four-year term, he said the ministry under his administration would also be committed to achieving this goal.

As the government has initiated the idea to bid for a Formula One motor racing event and might choose a newly-built circuit to host it, he said he supports this policy but would like to suggest a street circuit on Ratchadamnoen Road, which would be more useful for the economy as it could depict the uniqueness of the country.

Given the spread of price-dumping tours in Thailand, he said the number of illegal companies might not have grown, but the value of losses are expected to be greater than in the past.

The ministry has already ordered related authorities to curb such illegal activities.

On Wednesday the minister will meet 20 private tourism operators, including the Association of Thai Travel Agents and the Tourism Council of Thailand, to discuss tourism policies.
